Target audience

The SatCen is seeking suitable candidates to establish a reserve list for the position of HR and Administration Coordinator. 

The HR and Administration Coordinator leads and organises, under the supervision of and reporting directly to the Head of Administration Division (HoAdmin), the HR and Administration team, and is responsible, in particular, for the following duties: 

• Manage and coordinate the HR and Administration team assuming direct responsibility, when required, with the goal to constantly strive for excellence, quality and efficiency gains in workflows and procedures; 

• Contribute to the establishment and definition of the team’s priorities and objectives, not least on the basis of Key Performance Indicators (KPIs), both for the Administration Division’s Annual Work Programme and Action Plan, as well as the SatCen Annual Budget and Work Programme; 

• Take a forward looking approach in identifying and suggesting areas of improvement on HR and Administration related matters, not least on legal and statutory documents such as the relevant Council Decisions, Staff Regulations, implementing rules, policies and strategies, as well as other internal rules; 

• Ensure the timely delivery of the team’s operations and tasks, and the provision of an excellent and swift service to all SatCen Divisions and staff on HR and Administration related matters along the Employee Life Cycle (ELC), from beginning to end, while verifying the necessary standard and quality of work and striving for the highest possible efficiency; 

• Ensure the timely delivery of statistics, reports and presentations to the HoAdmin on all HR and Administration related matters, as requested; 

• Contribute to the evolution and implementation of SatCen’s Diversity and Inclusion (D&I) activities, in close cooperation with the D&I Coordinator, the Confidential Counsellors and senior management; 

• Liaise with internal stakeholders (other SatCen Teams and Divisions), as required, in particular for recruitment related matters and the promotion of vacancies, as well as the development of new (IT) tools and workflows to ensure an efficient HR and Administration service delivery, adapted to SatCen needs; 

• Liaise with the Staff Committee on all relevant staff-related matters, including social activities, staff well-being, staff rights and the modernisation of staff-related internal rules; 

• Liaise with external stakeholders (EUAN, EU agencies and institutions, Member States, other partner organisations etc.), as required, in particular for the promotion of vacancies, as well as to benchmark HR and Administration related legal standards and administrative procedures, to ensure an efficient service delivery, adapted to SatCen needs; 

• Represent SatCen on HR and Administration-related matters at outside meetings, job fairs, conferences and other events, as requested; 

• Contribute to the further development of the HR and Administration team and its members; 

• Perform any other duty as assigned by the Head of Division.
